I picked up on an older topic/publish where others which have said that a barrel owning the “Oval P” might have been equipped by Winchester:

I understand the R&R entries while in the ledgers but am unpleasant in believing there will be an entry for every and each return to Winchester for your repair service. Ned Schwing stated in his reference book on the Design Best places to buy Winchester rifles 1890 & 1906 that Winchester started evidence marking them in 1908… I have no idea if which is accurate, but will presume that it's. The “WP” proof mark was utilized after the barrel and receiver were mated, assembled and concluded.
